With the implementation of the Affordable Care Act, there is no reason for anyone in the US not to have healthcare coverage. Often ACA offers equal opportunities for healthcare providers, administrators, payors, policymakers, researchers, and even patients and their caregivers to tailor and implement access to care solutions at individual and/or community levels. This plethora of options has created a demand for community health workers who can assist patients and their caregivers in navigating the health system for tailored solutions. While there is a chance to exploit the current system in favor of a specific healthcare stakeholder, there is an equal chance to design a solution that caters to patient choices and what matters to them.
WFC welcomed the ACA opportunities and compiled a training program for immigrant community health workers to assist their neighbors and other community members with health literacy, access to care, and coverage-to-care options. Community members can make appointments with the Patient-Centered community health workers for a 1:1 session that can last up to 2.5 hours to help them understand the US health system and their options as these options are localized to areas where they live. This program emerged organically as the ACA marketplace opened in October 2013 due to the community need and has only grown larger since then.
The health coverage team supports the community’s needs for access to care information related to State and Marketplace enrollments, financial literacy, employment coverages, and health systems literacy and works throughout the year supporting different phases of access to care.

Health Coverage Background

A significant portion of individuals lacking insurance hail from low-income households with working members. Interestingly, adults face a higher risk of being uninsured compared to children, primarily due to varying public insurance accessibility. Additionally, while Asians present the lowest uninsurance rates, racial disparities persist, as people of color are frequently more susceptible to being uninsured than their White counterparts.

The soaring cost of insurance presents a significant barrier to coverage for numerous individuals, despite initiatives by policymakers to enhance affordability. A staggering 64% of uninsured adults in 2021 cited the prohibitive expense as the principal reason for their inadequate coverage. Additionally, this issue extends beyond costs, with some individuals lacking job-related insurance access, while others, particularly low-income adults in regions lacking Medicaid expansion, remain ineligible for financial assistance. Furthermore, undocumented immigrants face exclusion from Medicaid and Marketplace insurance.

Research has also revealed that having no coverage greatly reduces the likelihood of accessing crucial services for major health issues, chronic conditions, and even preventive care.

As 2021 showed, this vulnerable group is over twice as likely to struggle with paying off their medical bills compared to their insured counterparts. Given their modest earnings and negligible savings, it’s no surprise that the specter of medical debt ominously looms over them.
